Resilience of SMEs and public support measures in times of crises – The case of Ukraine


The ifm works within the project “EU4Business: Competitiveness and Internationalisation of SMEs", which is co-financed by the European Union and the German government and implemented by the German Federal Company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project should originally result in competitive and innovative companies, boost Ukraine’s economy and benefit from easier trading conditions to the EU. After the invasion in February 2022 those aims were adjusted to ensure support for Ukrainian SMEs during the state of war.

Three components of the project are currently running. First, microgrants are awarded to SMEs. In addition, cities are receiving grants to set up programs for local SMEs. The third component aims to create and establish sector-specific clusters in which companies from the same sector support each other. The beneficiaries (SMEs, municipalities and clusters) are chosen through an elaborate selection process.

The ifm will be identifying all relevant internal and external actors, institutions, processes and factors, as well as evaluate the support measures by collecting quantitative, experimental and qualitative data and also aims for scientific insights regarding the topic of entrepreneurship in times of crises
